I have the honour to inform you that the Directors of the Tung Wah Hospital have applied to Government for financial assistance in meeting their expenses in connection with the care and repatriation of Chinese refugees, who fled to Hong Kong from Japanese territory and the war areas in China during the course of the present hostilities.

The Directors have presented to me audited accounts shewing that during the period from the 30th of August, 1937, to the 31st of December, 1937, the total number of such refugees dealt with was 8,643; and that the amount spent from Hospital Funds on their care and repatriation over the same period was $9,976.87, apart altogether from special public subscriptions devoted to

the same purpose.

3. I considered with my Executive Council but

+ rejected a suggestion that application should be made to the Lord Mayor's Fund for Relief of Distress in China for

a sum to reimburse the Tung Wah Hospital for these expenses.

I have also consulted the Finance Committee of Legislative Council in the matter and with only one dissentient the Committee agrees that the amount necessary
